A: No. You cannot and should not generate legal forms for sites owned by others. We never want someone to be accused of the unauthorized practice of law. They should buy their own copies. If you're developing a website for someone else, have them buy a copy of the software in their name and then have them send you the generated form or link they want you to use. You can charge them for your services for uploading the forms like any other website content.
